I'm pretty sure you didn't burned the CD correctly.

I just downloaded this ISO myself:
http://ftp.debian-ports.org/debian-cd/hppa/debian-7.0-hppa-NETINST-1.iso
burned it on Linux with k3b to a CD-RW disc and then booted it from this CD-RW 
on a J5000 without problems.

Since you get this error, I expect you burned the CD wrongly.

What you can try:
Remove any CD from the drive, and then try to boot the machine without any 
disc, e.g. via "bo ide"
In my case I then got error messages like 
IPL_ENTRY 00 00 00 000 
00 00 <and so on>.
This is different than your "bad LIF image" error message.
So, with the "bad LIF image" error I assume the firmware did accessed your CD, 
but the contents on the CD were wrong.

Try another burning tool, and make sure you burn the ISO image file onto the 
disc as is.
I mean, if you put in your newly burned CD and mount it on another machine 
(e.g. Windows/Linx) you should see the folders debian and a README file...
