Debconf could easily be pre-seeded to select a generic US keyboard to pass CI. The key point is that without keyboard-configuration, the console will fail to load on reboo, then we're stuck with a command line that barfs on bash's standard command prompt's escape codes. Of course, a better option would be to make keyboard configuration independent of whether the console succesfully loaded.
