I have built an ISO image where Vietnamese language is activated in the installer.
http://people.debian.org/~bubulle/d-i/vi.iso This will give you a rough idea of what it may look like. However, please be aware that after the choose-mirror step, things will be in English because the packages including vi translations have not yet been uploaded.
