To the best of my knowledge, yes. See http://www.debian.org/News/1998/19981008 for why KDE isn't in Debian; all the reasoning deals with us not being able to distribute KDE /binaries/. That said, having KDE source packages is IMHO not worth the effort. Troll is in the process of switching Qt to a free license (though probably incompatible with the GPL), and KDE is reportedly switching to a different free license (Artistic-like) so as to avoid the problematic interaction between GPL and the Qt license. The best thing for us is to wait for these processes to finish, and make regular KDE packages again.
