What exactly makes UCTIA such a problem in this regard? It has nasty effects, but not in ways that seem relevant to whether a license is free or not. Perhaps I'm missing something here, but if so, can you fill me in? (In other words, why is UCTIA *ever* a worry in this kind of question, let alone in this case?) Thomas
