You should definetly ask the upstream authors to include a licence file,
not only is that easyer for us but it is better for the authors too,
imaging the upstream tarball being redistributed.

In the mean time, quoting the author's e-mail saying that it is GPLed
and/or including the URL where it clearly says GPL in the copyright
file would be a good interim solution.
