Through some wierd twist of fate, I am going to be in Melbourne during
the conference.  I am not sure what kind of qualifications you want.
I am not a Debian developer, but I have been participating on
debian-legal for six years.  I have been quoted a few times in Debian
Weekly News, and Anthony Towns likes to flame me ;)

I am supposed to be working while I am in Melbourne, so I am not sure
about scheduling.  If the panel was in the evening, that would be
best.
