Because the contents of that package are free (GPL v2 only). They just depend on some other non-free stuff out of Debian. Keep in mind that the package does not include any bit from Adobe or any other thrid party, it just includes the set of scripts that allow you to get the non-free player from Adobe yourself. flashplugin-nonfree does not contain anything non-free, it just depends on it.
