Hi,

this license is exactly the same than libfdk-aac-dev (just replace AAC 
by MPEG), already published in non-free.

The blocker point is "NO PATENT LICENSE": "You may use this Fraunhofer 
FDK MPEG-H Software or modifications thereto only for purposes that are 
authorized by appropriate patent licenses"
