Traditionally I believe that we would then want the main tool to go into contrib, if it doesn't provide any use beyond handling things from non-free. I don't think Debian actively enforce this policy after the non-free-firmware vote though (cf, iucode-tool), but I suggest to consider placing mtkclient in contrib if it is packaged. /Simon
