I compared the strings in the 4.1.1-P1-15+squeeze{8,9} binaries and I can see the change of /etc/dhcp/dhcpd.conf to /etc/dhcpd.conf on amd64, but *not* on i386 (which was auto-built). So, yes it is your build environment that makes the difference. Presumably your environment doesn't define CFLAGS as an environment variable already, but sbuild does.
