Either you just have one locally but forgot to git add debian/ or you might wonder what to do next. If the latter is the case my way to start is to do svn export svn://anonscm.debian.org/svn/debian-med/trunk/package_template debian which fetches some packaging template from SVN (you do NOT need to use svn - these files are just there). This gives you a generic template for the packaging inside the team.
