Looking at the log, many failures seem to be because of B-D on smart-open 
missing.
However, snakemake needs smart-open >= 3.0 ... ->

to be installable

However smart-open in archive lags several major versions behind -- current is 
1.11.1-3 and latest is 5.2.1
So if you could update this ...
