There's no shared library so no SONAME bump.  Reading
debian/changelog, there used to be in the past so maybe that's what's
confusing you.  Current src:relion ships bin:relion and bin:relion-gui
only and there are no new binary packages, so no NEW processing.

That's right but the issue here is not non-free code.  EPL is a free
software license, it's just GPL-incompatible so code licensed under
EPL cannot be used by a GPLed project.
