I had problems creating the CHROOT too but solved them by adding DEBOOTSTRAPOPTS[1]='--allow-unauthenticated' DEBOOTSTRAPOPTS[2]='--include=sysv-rc' to the Ubuntu pbuilderrc-file (using cdebootstrap).
