Yes. An easy way is to install Ubuntu's 'debootstrap' package instead
of Debian's. If that is available you can simply specify Ubuntu releases
in pbuilder's 'create' mode.
No need for Ubuntu's deboostrap:
http://packages.debian.org/sid/all/debootstrap/filelist
--> /usr/share/debootstrap/scripts/hoary
