itz:~$ dpkg --status libreadline4 libncurses5 | egrep '(Package|Priority)'
Package: libreadline4
Priority: required
Package: libncurses5
Priority: required

Now, it is true, there's a depend on libncurses-dev; still, I'd say
omitting that saves very little.
