Also, generally the team is going to be in a better position to spot those than someone looking from the outside. For example, only the team really knows if they're the sort of team where everyone pitches in to help with everything (Uploaders may not be very useful) or they're the sort of team where people maintain their own packages and the team is just there to coordinate and make some architectural decisions (Uploaders should be present and, if everyone in Uploaders is removed, the package is probably orphaned).
