It would be nice if tla recordkeeping operations would not write
to the project tree. The files and dirs starting with .arch-ids,
,, ++ created by tla should be created in {arch} or completely outside
the project tree (based on an environment variable or command line
switch for example).

This makes tracking changes in read-only trees more easy.
My case is that /etc and /usr/local is tracked by the security
administrator. The security policy is such that the security
administrator can read in the tracked directories, but cannot modify.

I can assign some dirs to the secadm (did it with {arch} and all .arch-ids
dirs (the later was horrible), but cannot do that with yet nonexistent
files (stopped in commit time because the archive wanted to be created
in project tree root. this will be the same with pristine trees).
