Please remove rocfft from testing. It's unlikely that we're going to be
able to fix the compiler bug causing the FTBFS on ppc64el in a
reasonable time. In the future, we may need to reconsider building any
ROCm libraries for ppc64el at all given the bugs encountered in the
compiler toolchain.
Scheduled for removal.
