Recently we've witnessed some delays because of riscv64 build speed

since riscv64 got added to ci.debian.net it needed shepherding to stay up

The lowest-hanging fruit might be fixing the frequent tmpfail like [1]:

  54s E: Release file for
http://mirror.iscas.ac.cn/debian/dists/testing/InRelease is expired (invalid
since 14h 44min 59s). Updates for this repository will not be applied.
58s autopkgtest [10:57:54]: ERROR: testbed failure: failed testbed apt update

Such tmpfail are creating additional ci load, preventing fast migration
for packages like the linux kernel CVE fixes.

Why are these happening? Are these tmpfail specific to some mirrors? Is there an issue somewhere tracking this kind of error?

Cheers,
Emilio
