Please unblock package tzdata

The 2013b-1 upload, which transitioned to testing added a few strings
to translatable debcofn entries. That unfortunately broke the nice
100% completeness mark we were having up to then for 8 languages in
wheezy (German, French, Swedish, Portuguese, Spanish, Russian, Czech,
Danish have all possible debconf templates translated).

As a very rare exception, I would then ask for a freeze exception for
tzdata, which would be a great reward to transltors' efforts.

Please find the relevant debdiff attached. The diff is very small for
most languages except two : Galician and Hungarian who took this
opportunity to complete more strings than the newly introduced ones).
It only concerns PO files and I checked them all individually to
ensure that none is broken.
