The freeze proper hasn't started yet. As previously announced on d-d-a (multiple times) that will be in November. Those announcements also mentioned that a freeze on new transitions would be in place from early September, in order to reduce the on-going churn when the freeze starts and hopefully help to keep it shorter; that's more of a social freeze than a technical one at this stage. (In any case, even if unstable /were/ frozen, that wouldn't particularly make causing your own package and reverse dependencies to be unable to make updates via unstable for any RC bugs that should arise a good idea.)
