That seems accurate right now, but I believe the wording of the freeze policy has been changed recently: point iv. used to read “translation updates and documentation fixes, (until the 5th of January 2015);” <http://web.archive.org/web/20141016065124/https://release.debian.org/jessie/freeze_policy.html> Such update used to be allowed in the beginning of the previous freezes, and indeed, since no “string-freeze” is imposed prior to the freeze, now is the last moment to improve the status of the localization for tho whole lifetime of the upcoming stable. Not allowing translation updates and documentation fixes now would lead to a big step back compared to previous release. Maybe this recent change in the jessie/freeze_policy.html was actually not on purpose and should be revised?
