This indeed matches the old description, which was clarified in
42b55359d12ed5c70a53ac041fedaa45b1e729ad.

ftr, I don't believe that it does match the old description, which is why I clarified it. It's possible that it matches the intent, but that's another question. :-)

Specifically, if the above is what was intended, then I don't see why there are two separate items with separate (but identical dates); if that's the correct interpretation then the first bullet point is redundant and pointless - i.e. we could simply have had (modulo the typo from the original draft document):

+ <li>translation updates and documentation fixes, (<b>until FREEZE + 2 mont TODO</b>;
+    <ol>
+ <li>Allowed in TPU when done together with other TPU-applicable fixes.</li>
+    </ol>
+  </li>

without the second "included with fixes for the above criteria" item.

The wheezy policy had

<li>translation updates and documentation fixes that are included with fixes
  for the above criteria.</li>
  <li>translation updates and documentation fixes;</li>

but that made sense because the criteria were dropped from the list of acceptable changes at different dates. It's possible that introduced confusion while drafting the jessie policy.
