Nevermind the direct answer to this, exim and apache share a couple of other packages that removing exim tries to remove. The real question is, why am I not being allowed to remove exim by itself? When I tell it to not remove the two packages needed for apache, it won't remove exim. Why should it care if exim is removed in broken condition?
