If you haven't dug into fvwm (as an example), I can appreciate how you might think this so -- but there are a lot of aspects of fvwm that you just couldn't represent graphically. fvwm has hundreds of style options, and many focus policy hints. You can't enumerate these easily in such a way that the user could understand or know what they mean.
