You must be using CVS isdnutils and kerneldrivers?
Add
/usr/sbin/isdnctrl system on
/usr/sbin/isdnctrl status ippp0 on
to your /etc/isdn/device.ippp0
Only one of the lines is needed, but I don't remember which, so just
add both :-)
