I assume(?) you were in the /dev dir when you did the above?
if not then ln -s /dev/hdb /dev/cdrom would have been the correct
syntax.

did you try:
VT2 root-Deb-Slink:~# ls -l /dev/cdrom and observe
lrwxrwxrwx   1 root     root            8 Oct 21 14:12 /dev/cdrom ->/dev/hdd

you did the ls while you were in?  / ???

 A bit more info would help, such as 
VT2 root-Deb-Slink:~# ls -al | grep cdrom 
  doesn't show anything because I am in the ~ (home) directory but
VT2 root-Deb-Slink:~# ls -al /dev | grep cdrom

yeilds about 30 entries, including /dev/cdrom ->/dev/hdd

OK?
