IIRC it does, but it perhaps doesn't use the same configurations, e.g. to hold packages. I don't remember and might confuse it with another tool. Mixing tools could be tricky. That different tools for the package management aren't in sync not only is a drawback, it also could be an advantage in some situations. Perhaps you're using one browser that allows cookies and another that doesn't. Should this be synced for all browsers, so hat all allow or don't allow cookies?
