Amp-hr capacity purports to be an indication of the amount of charge (not energy) that you can put into a cell and expect to get back out assuming defined end-point voltages. It doesn't really work well as a measure of the ability of a cell to store energy but we're stuck with it for historical reasons.
Even for new cells measured amp-hr capacity is extremely sensitive to the charge and discharge rates used. This will vary with the size of the cell.
