"apt-cache showpkg ncal" tells me that only bsdmainutils depends on it. "apt-cache showpkg bsdmainutils" gives me a fairly significant list of packages that depend on bsdmainutils, including man-db. So, I guess you did a VERY minimal install. man-db is a "standard" package, so it should have been included in any reasonable installation. If you do an utterly bare installation, not even including Standard, you should expect to have a bunch of stuff missing.
