If the devices are hard-blocked then you may need to enable them in firmware (BIOS) setup. Old laptop models may have a hardware switch. Whether Fn+something or a dedicated key works, depends on particular implementation. Running various commands you may change state of soft block, but at first you need to get it "hard" unblocked.
