What do you mean by Windows will not load? Is the code at the BIOS level
for full disk encryption or is it a Windows login issue? If the goal is to
replace Windows with Debian then you do not require a Windows login. If it
is full disk encryption then you will want to disable it in the BIOS.

Have you tried booting from a Debian Live DVD? You can download the image
here: https://www.debian.org/distrib/
