Am also replying because I'm running into a similarly different issue
with Firefox that I install straight from them. This URL features the
issue I started receiving ~two weeks ago on an HP G6 (Dandelion)
laptop:

So far, I've been lucky that restarting Firefox instantly fixes my
experience. I've seen reports of users losing their data entirely.

The only thing I can figure is a package is running an update when I
log on. For whatever reason, it seems to hold certain data files
hostage.

One can't help but see the experience as concerning because:

1) I haven't ferreted out the culprit software (yet).

2) It repeatedly affects the kind of personal information that an
unscrupulous "Nosey Parker" would be seeking to monitor a user's
behavior.

Afterthought: A policykit "already running" type of message occurs when
that HP G6 is booted up. The bookmarks/history locked data error seems
to most often occur if I've been too lazy to close that policykit alert
window before attempting to open any other applications.

The only glitch that negates that connection in my mind is the
policykit message has been brandishing its annoying self for a long
time while this bookmarks/history thing began a couple of weeks ago.

Again, yes, this is an apples and oranges kind of comparison. Both do
still (recently) involve security/privacy and dynamic user-specific
information on web browsers.
