Does the wall(1) command work for you? It doesn't for me, and this
is probably related to the discontinuation of the utmp/wtmp files
in Trixie.

At least, that's my guess.
On Trixie, this command in a terminal emulator on TTY7:
sudo wall "Test Message"
results in the message being displayed on TTY2 - if I am already logged in
there.
There are no other users on this machine to test.
I have wtmpdb installed, but not lastlog2
