If I put the mouse over the NetworkManager Appleticon it says "No

Show the output of
nmcli conn
Gq
The connection may be handled by another tool.

lee@spot ~
$ nmcli conn

The ethernet interface is configured in /etc/network/interfaces with a
static IP address and gateway. I haven't changed it in years.

Unless maybe the presence/absence of ipv6 on my network makes a difference?
What I was using as a firewall/router is now imitating a brick; I put an
openwrt box in as the firewall/router and I don't have ipv6 configured yet.

lee@spot /etc/network
$ grep '^iface' interfaces
iface lo inet loopback
iface enp1s0 inet static
iface enp1s0 inet6 dhcp

enp1s0 has a static ipv4 address and requests a dhcp assigned ipv6 address,
which it won't get until I've got ipv6 configured
so maybe... yup - comment out the "iface enp1s0 inet6 dhcp" section
in /etc/network/interfaces and a reboot doesn't hang for 5 minutes

That is the problem.
NM does not manage this interface if you configure it there and cannot use it for the online-check etc.

I recommend using NM only.
