What you need to do is send a plaintext E-mail that has "rsp set off 
TESTNAME" as the first line (this is case sensitive).  If you do have a 
test named RSP defined (for example, "RSP ip4r rsp.example.com 127.0.0.1") 
and that also has an action associated with it ("RSP WARN"), you would use 
"rsp set off RSP".  Normally, though, you would use something like "rsp set 
off RBL" (for a test that is already defined).
