Yes, you can go to http://www.mail-archive.com to find the archives.

If you set the Official Host Name of the test server to be the same as the 
live server, you can run Declude on there without any problems (you can run 
Declude on one live server, plus as many test servers as you need to run it 
on).

That's correct, with the default settings.  You can of course change the 
settings if you want.
