But - does the order make any difference to the action taken?  Are their
ways to "optimize" the order to reduce workload for Declude - e.g., if one
of the tests has the KILL action - should it come first to allow Declude to
bypass all other tests?

And, obviously, the WEIGHT test must somehow be "postponed" - because if it
was at the beginning of the globa.cfg file it would otherwise execute before
all the "weighted" tests were even evaluted?
