It looks at the headers. I don't have any problem recieving from other >hotmail accounts. The E-mail address won't cause the BADHEADERS test to fail, and it is extremly unlikely that Hotmail would send malformed headers. Most likely, the person is sending E-mail using their own tools of some sort, but using a Hotmail return address.
