I am not sure if this applies, but this has been my experience.

When connecting locally to our mail server, I can see the Declude
console in real time.
When connecting through Terminal services, I can not see the Declude
console.

In my case, I don't worry about it because I can always view the log,
which gives more information anyways.

I am not sure if it should be that way, but it works for me.

No, you do not need to log into the server to get Declude to run.  Was
this 
a one-time occurrence, or has it happened one more than one occasion?
Do 
the Declude log files show anything unusual?
