I wouldn't recommend changing them all to DELETE, unless you want to be 
very aggressive about spam.  The REVDNS test, for example, will catch quite 
a bit of legitimate mail from mail servers that have clueless admins (or 
possibly admins that know exactly what they are doing, but can't get other 
IT guys to fix the problem).

For a quick and easy way to see immediate results, you may want to set the 
WEIGHT10 test to HOLD -- that will block quite a bit of spam, but gives the 
legitimate-but-poorly-set-up mailservers a fighting chance.

Note that some mail clients should be able to automatically filter the spam 
without any changes in the settings (the X-RBL-Warning: header is a 
de-facto standard that has been around for years).  The rest of the mail 
clients can filter on the X-RBL-Warning: header, if the user sets it 
up.  Blocking the E-mail is more convenient for the end users, although you 
may have to do some tweaking to make sure that legitimate mail can still 
get through.
