The two options to have them caught before Declude scanned them would be to 
use IMail's Kill List (based on the return address, such as "pm0.net"), or 
IMail's Control Access file (based on the IP address they are coming 
from).  Both of those (should) prevent the E-mail from being received by IMail.

No, that is not currently possible (but something that we would like to add).
