I have to agree, John.  I thought this was a step in the right direction.

Not to be negative, but...
Are these fines large enough to stop SPAMmers that could potentially make
much more than the fines.  In essence, they could be a cost of doing
business for the SPAMmers.  Does anyone know how much a SPAMmer can make?
Does it exceed the amount of these fines?
