Yes, there is a maximum of 200 WHITELIST entries (older versions had a 
limit of 100).

Note that whitelisting should be used as a last resort, and can cause 
problems that are hard to diagnose (similar to having lots of IMail 
filters).  For example, if you receive a lot of mail from Columbia and add 
"WHITELIST FROM .co", you'll receive any spam sent from .com addresses.
