I thought the main benefit was that a weight of 25 would trigger both WEIGHT10 and WEIGHT20, but if weightrange was used we could avoid triggering the WEIGHT10 test. This simplifies the test handling, especially for those who take increasingly severe actions on higher weights...also for those who report a list of failed tests in the subject or body of an email.
