Sorry, I was reversing everything. Ignore all the examples, just note the
common factor: a "weight" test type will get triggered on a specific
weight or higher, whereas a "weightrange" test type will get triggered only
on a range of weights.
With weight ranges that do not overlap (IE 10-14, 15-20, 21-99), no more
than one of the tests will get triggered.

Again, the example is incorrect (I'm doing REALLY bad today).
The WEIGHT15 test means "Any weight of 15 or greater will trigger this
test". So if an E-mail has a weight of 99, it will trigger both the
WEIGHT15 and WEIGHT20 tests (I've double-checked my work on this one), not
just one of them.

The idea here is that with WEIGHT10, WEIGHT15, and WEIGHT20, you can have
0, 1, 2, or all 3 tests triggered (with weights of 5, 12, 18, and 99, for
example).
With WEIGHTRANGE10-14, WEIGHTRANGE15-19, and WEIGHTRANGE20-99, you will
never have more than one of those tests triggered. You'll either have none
of the tests triggered (IE weights of 5 of 105), or just one of the tests.
