Yup -- just tested with Plain Text instead of RTF and it works. 
Well so much for that informing users via Headers <grin>

That is likely the problem.  I believe that Outlook's RTF actually sends
a 
winmail.dat file as an attachment with the RTF information in it, which 
would "hide" the header/footer (as would HTML).
