That is (or should be) a separate issue. The ATTACH action creates the
attachment, but it is up to the mail client to display it
properly. Ironically, it seems that Outlook handles it the best. One
version of Eudora, for example, will always display the headers of the
attached E-mail (apparently, their programmers are clueless as to what
attached E-mails are used for), and either a link to the E-mail (if the
E-mail is text only), or display the E-mail (if it is HTML).
